Education resource is the social part of the resources, which is subject to the general laws of the allocation of resources under the condition of market economy. However, it is more subject to the constraints of the laws governing the operation of social resources. Government, society, school is the main body of higher education resources allocation. These factors affect the education resources in many aspects, including political, economic, cultural, geographic and other factors, which are in different forms and ways to affect the allocation of education resources. Realization of fair education as the goal of regional educational resources allocation system, which should do fair allocation of regional educational resources, abundant supply of basic guarantee of regional education resources and the effective use of the basic objectives of the regional education resources. The current higher education resources in China face the “dilemma” problem. Because of geographical and historical reasons, China exists the imbalance of regional economic and social development, which directly leads to the economic strength as the basis for the imbalance of education, especially between urban and rural education inequality. It not only violates the principle of social justice, more drama in China, East, western economic and social development and urban and rural development, and even the city internal imbalance between regions, which severely restricts our country social whole modernization level.With the increase in the total amount of government funds, and investment in higher education channel diversified, the supply of higher schools are increasing. Increasingly fierce competition between colleges and universities and the forms of competition is of diverse, such as both universities for national funding the competition between universities, also have competition for students. The regional development of higher education, especially for the relatively less developed areas is a severe test. Therefore, in recent years, in order to be able to keep up with the pace of transformation of the state, major colleges and universities began to allocate higher education resources, especially for the specific regional higher education resource allocation. Current consensus is, regional high school want to keep pace with the times, it is necessary to optimize the integration of the existing education resources. In 2011, Chongqing University Union is a good example. Chongqing University union with Chongqing city as the geographical division, through the principles of voluntary, equality, cooperation and development, combines the six universities in Chongqing. The union hopes to make full use of union members’ characteristics and high quality educational resources, enhances union members’ the quality of education, running levels and social reputation, and promotes the sustainable development.Judging from the development trend of information technology in China, currently, the concept of combining information technology and higher education has come into being, colleges and universities generally have campus networks of their own, but, the construction of college information planning has not been implemented yet, major universities are still in a kind of fragmented state. The phenomenon of intending to change the imbalance of educational resources allocation by information technology are still exists. Information isolation, information dysfunction are still common problems. In recent years, affiliated colleges and universities began to bring advanced information technology into the management of information resources in university education practice. On one hand, some universities have realized the disadvantage of an independent development, beginning to seek alliance to integrate excellent educational resources and changing traditional model and the concept of higher education resources integration; on other hand, current grid management on higher education resources are still in low level of integration and imperfect initial state. Integration of higher education resources does not mean richening database of resources, a rich database resources does not mean the universities own abundant information resources, therefore, it is unable to estimate the promotion of regional and national soft power.The first part of the paper is theoretical framework. Firstly, it based on related studies at home and abroad, summarizing researches on regional integration of higher education resources grid. Then the paper introduces the theoretical concepts related to the research in the thesis, including education economics, regional economics and economics of scale, concepts of grid and regional higher education resources. By analyzing related studies, then explains the usefulness of grid technology in China higher education and the necessity in higher education resources grid region.The second part mainly studies the status of China’s regional higher education resources distribution and three major issues: the obstacles in sharing,in system and the limits of technology. The main way of China’s higher education resources integration is a single administration pattern. With the advance of modernization in education, traditional mode of promoting the integration of educational resources is no longer valid, so resources allocation in China encounter increased regional differences and contradictions year by year.The third part first comes up with a design of three-dimensional grid integration mechanism, the three dimensions are user layer, function layer and management layer, then explains the driving effects of establishing the grid integration mechanism. By applying grid integrated mechanism simulation with Chongqing University alliance to achieve the purpose of demonstrating the feasibility and scientificity.The last part of the paper reviews the thesis and outlook the future of grid integration of higher education resources.
