Affected by the trend of global expansion and popularization in higher education, our country began to develop higher education in the last century, and established the goal to realize the popularization of higher education. Notably, among them is the rapid rise of the Independent College in this wave of higher education expansion process. In less than a decade, the number of Independent Colleges has increased to more than three hundred, all of which implement the four-year undergraduate education. The Independent College commits nearly one-fifth of undergraduate education task, which is regarded to be the major way to the expansion of higher education. Thus, the running mode, school system and future prospects of Independent Colleges have become the focus of public attention.The generation of independent colleges is in accordance with the mode “development first,then governance”. Due to the lack of top-level system design at the beginning, many problems have been exposed during its development process, such as legal registration confusion, unclear property ownership, internal governance structure imbalance, lack of methods and standards to obtain a reasonable return, as well as difficulty to obtain state financial support and so on, which cause widespread social and academic discussions.In the long run, in order to better optimize the allocation of higher education resources, and promote the healthy development of independent colleges, we should learn from foreign experience, implement the profit and nonprofit category management, and adopt different policies to give appropriate financial support and policy support. From the public policy guide and function regulation, this study analyzes the running mode as well as the plight of the development process of the implementation of the national policy objectives. For some of the key issues in Classification Management Research and Practice in the analysis of the independent colleges’ classification, this thesis proposes some ideas and policy proposals for further reform of management practice: First, adhere to the principle of public welfare and Pratt& Whitney of higher education. Second, clear the criteria for the classification and classified management. Third, strengthen the corporate governance of independent Colleges. Fourth,increase financial support to optimize resource allocation. Fifth, transformation of government functions to expand the autonomy of independent colleges.
