School-based curriculum development of national minority culture is not only the most important measure of implementing the Three-level Curriculum Management policy but also is the most effective way to inherit the excellent national minority culture.On the one hand, school-based curriculum development has realistic basis of promotion of curriculum reform, support of national policy and rich national culture curriculum resources in ethnic areas. On the other hand, there are a lot of disadvantages, such as overlooking the excellent national culture and lack of the ability of curriculum development.From the perspective of curriculum development process, the goal of school based curriculum focuses on the understanding and inheritance of national culture. In content selection, it pays attention to theme of the material culture curriculum resources and non-material culture curriculum resources. Material culture curriculum resource including the dietetic, dress culture. Non-material culture curriculum resources including festival culture, folk literature, amusement culture, national language. From the way of curriculum implementation, the important point is organized forms of classroom. In choosing organized forms of classroom, it must focus on the nature of the course, the characteristics of students. A course can be used one form, it can also be used a variety of forms. Organized forms of classroom including open and independent classroom, individual learning, group learning, cooperative learning, class teaching. From the perspective of the concept, principles and framework of curriculum evaluation, curriculum evaluation should be dynamic, holistic, diversification. It should have characteristics of national minority, local, school, as well as the characteristics of diversity. School-based curriculum evaluation must abide by the principles, such as openness, practicality, feasibility, integrity, diversity, student-centered.School-based curriculum development has a key role in the inheritance of national culture. Students spend most of their time in school. Through the implementation of school-based curriculum, it can realize the inheritance of national culture. The national culture has a huge significance to the students, nation, country, and other nationalities. By the study of national culture, it can cultivate the sense of national identity, it can get mutual respect among different nationalities, and it can improve students’comprehensive qualities. Therefore, it is necessary to take the national culture as the curriculum resource.
