Currently, as Reform and Opening constantly goes deeper, marketization has become an irresistible trend for China. Driven by laws of economics, main high-quality educational resources are flowing into urban areas, which puts rural compulsory education in a challenging situation, especially for teacher resources allocation in rural primary schools. Under such context, there exists great gap and unbalance development in compulsory education between urban and rural areas of Guangxi. The thesis conducts a case study and field investigation on teacher resources allocation in rural primary schools in some villages and towns selected at random of Luchuan County. Public policy theory, theory of human resources allocation and two-factor theory are quoted to analyze difficulties and factors concerning teacher resources allocation matters in Luchuan County, in order to find out solutions to solve such problem and to realize reasonable teacher resources allocation for rural primary schools at county level in Guangxi. In addition, supply-side structural reform should be carried out in the compulsory education and a series of public policies should be adopted to improve the unhealthy educational resources allocation, especially for improving the allocation of teacher resources. Efforts should be also made to enhance effective supply quality for schools carrying out compulsory education; set up a long-lasting people-oriented operation mechanism for teacher resources allocation; optimize the allocation of teacher resources in rural schools, so as to comprehensively improve educational quality and realize balanced development in compulsory education.
