Urbanization In Xinjiang:Population-Land-Industrial Lement Allocation And Its Correction

Under the guidance of the relevant policies of the state on urbanization development,Xinjiang has carried out the spirit of the 18 th and 19 th CPC National Congress conferences,the urbanization development plan,“the 12 th Five-Year Plan” and “the 13 th Five-Year Plan”,and put forward the requirement of urbanization to carry out urbanization construction in an orderly manner.At present,Xinjiang is in the critical period of urbanization development.However,due to the imbalance of regional development and the uneven distribution of resource endowment,the policy implementation is prone to deviation,resulting in inefficient factor allocation,and after the epidemic situation,Xinjiang will start to resume development in an all-round way.Reasonable factor allocation is the key to the efficient development of urbanization.Therefore,based on the theory of public policy implementation and government regulation,this paper uses 2003-20 Based on the allocation of population,land and industry elements,the 18-year panel data and literature,combined with the relevant theories and policy documents of public policy,construct a more perfect evaluation system.Through the analysis of the allocation of urbanization population,land and industrial elements combined with the national and Xinjiang policy documents,it can be found that the population,land and industrial elements of Xinjiang are developing continuously under the guidance of the state and Xinjiang policies,and the coordination is gradually improving,which plays an active role in promoting the construction of urbanization and effectively improves the people’s living standards.Through deep analysis and inquiry,the results show that :(1)From the analysis of population,land and industrial factors,the implementation of various policies makes Xinjiang’s population,land and industrial factors develop steadily along the established direction and requirements of urbanization,but there is still a population aging day in the development of factors It is concluded from the analysis of coupling coordination degree that the coordinated development of population,land and industrial elements under the guidance of the policy is continuously improving,but it is still in the stage of reluctantly reconciling and coordinating,and the coordination of factor allocation is deviating;(3)the analysis of grey correlation degree shows that the coordinated allocation of population,land and industrial elements has a great positive impact on the indexes of people’s life,and the unbalanced allocation of urban and rural elements and the uneven distribution of resources between cities are prominent problems in the development of urbanization.Overall,factor allocation There are four problems:the policy implementation mechanism is not perfect,the factor endowment is not balanced,the factor allocation efficiency is different,and the population factor flow is not smooth enough.In view of the above shortcomings,this study puts forward policy suggestions on rational allocation of population,land and industrial elements from the perspective of public policy,including establishing and perfecting the policy implementation mechanism,perfecting the land element allocation policy,actively adjusting the industrial development policy,and perfecting the population policy development.
