With the continuous development of science and technology, the continuous improvement of skills, human resource contributes more to the creation of value,and the development of social economic dependent on human resources more and more. University is the cradle of training talents and the base of talents, gathering for the important task of personnel training, scientific research and social service, the optimal allocation of teacher resources will be fully promote the subject construction and science technology innovation and other aspects of work.At present, the domestic various universities is to strengthen the research and practice of human resources, and achieved some good results. As a big province of higher education in our country, in the process of moving towards higher education strong province, Jiangsu not only attaches great importance to the construction of the talent team in colleges and universities, but also creatively put forward the strategy called’Education Strong Province "Talent Strong School’to build a high-level talents with international competition. On this basis, the optimization of teacher resources allocation and improving the use efficiency of teacher resources are more important for colleges and universities to develop much faster and better.The paper takes the optimization of teacher resources allocation in public colleges and universities as the starting point and the foothold. Firstly, it explains related concept of public university human resource allocation. Then, by collecting and organizing all kinds of related data of public university teacher resource allocation from Jiangsu the Education Statistical Yearbook over recent decades and combining the actual conditions of some public universities, we can understand the basic situation of the teacher resources allocation in detail. After analyzing the quantity and structure of teacher resources, on the one hand, the quantity and the structure of teacher resource allocation in public colleges and universities in Jiangsu have made great progress:on the other hand, there are some problems, such as, the lack of full-time teachers resources, the unreasonable structure of full-time teachers troop, the imbalance of teacher resources allocation between regional public colleges and universities and so on. The causes of these problems mainly include three aspects: post setting, the teacher evaluation system and the teachers’ incentive system. This paper tries to put forward some suggestions to optimize teacher resources allocation combining the theory and the reality. Configuration theory model provides certain reference for the personnel department in the recruitment of public colleges and universities. Moreover, the specific measures are to optimize the talent introduction mechanism, to promote and improve the university teachers’ post appointment system, to deepen the reform of the distribution system of colleges and universities, to establish the reasonable talent flow mechanism. The rational allocation of teacher resources in public colleges and universities and its utilization efficiency are significant for the development of higher education career and the implementation of the strategy in Jiangsu Province.
