With the emergence of information era, the social demand for talents and is also rising continuously; education has always been paid much attention by of state and the individual, based on this the importance of teachers education has also been showed. The future of our nation needs to be constructed by talents in new era, and the talents need to be cultivated by teachers; thus our nation needs a high-quality team of teachers who are practical and professional.The national medium and long-term education reform and development plan(2010-2020) proposed out a policy which could train talents cooperatively. in order to cultivate excellent teachers, Hei Longjiang province organized a G-U-S teacher education alliance in 2013, which is composed of the administrative departments of education, normal universities, primary and secondary schools; namely, “the provincial education practice demonstration base”. This organization aims at breaking the closed mode of teacher education, improving the quality of the cultivation of the students in normal universities, realizing the collaborative innovation of teacher education, and speeding the steps of integration.This paper explores Hei Longjiang province G-U-S teacher education alliance operation mechanism based on the theory of teacher professional development theory and the synergetic theory. The first part of this article expounds the background, purpose and the significance of this study from the national needs in talents and high-quality teachers,and the author also reviews the past literature about teacher education model.The second part provides this study with theoretical basis through the analysis of teachers’ professional development theory and synergetic theory. The third part expounds the practical significance on teacher education alliance in the integrating resources, building platforms, developing cooperation and the service in basic education.The fourth part analyzes the background and the purpose of Heilongjiang province G-U-S teacher education alliance from both the internal motivation and external motivation. The fifth part is the core part of the paper, based on the distinction on the responsibilities of each part in the education alliance, the author expounds the operative relationship of the administrative department of education, universities, primary and secondary school, form a comprehensive operation mechanism. The sixth part explores the reason of the problems in the education alliance according to the situation of practical operation,the author also attempts to find solution and provides basis for further study by combining theories and practice.
