Preschool education is an important part of the national education system,is the foundation of primary education. the rational allocation of preschool education resources is related to the enhancement of the quality of preschool education and the realization of educational equity.The rational allocation of rural preschool education resources in Ethnic Areas is directly related to the balanced development of preschool education, the impact of the rapid growth of the national economy. As one of the most ancient, Qiang has a long history and rich cultural heritage, but very few studies on preschool education of QiangBased on Education Equity Theory, Resource Allocation Theory and National Culture Inheritance theory, and take 81 teachers,6 kindergarten leaders and a Board of Education staff X Qiang Autonomous County of Sichuan Province as objects of study, the article from "human resources", "material resources", "financial resources", "cultural resources" four aspects to understand the status and results of rural preschool education resources allocation in X Qiang Autonomous County of Sichuan Province by using questionnaire method combining with interviewing method. Based on this, the article analyzed the cause of formation of preschool education resources allocation issues in X Qiang Autonomous County of Sichuan Province. At the same time, the article established an appropriate preschool education resources allocation mechanism.The findings of this paper showed that the insufficiency of preschool teachers and the shortage of Kindergarten fund in X Qiang Autonomous County of Sichuan Province,Private kindergarten in primitive conditions as well as Qiang culture resources development is inadequate etc.And then, from the perspective of government, market and kindergartens, it analyzed the root of the problem in preschool education resources allocation in X Qiang Autonomous County of Sichuan Province:The enforcement strength of incentive mechanism and compensation mechanism is not enough in the process of preschool education resources allocation from government,market mechanism intervene less in preschool education resource allocation process, management system of preschool education resources allocation is inharmonious in kindergarten.Accordingly, the county government should establish "differential compensation" financial investment concept and "training priority, flow first" teachers team construction concept as core concept of rural preschool education resources allocation. "The maximum efficiency of funds,Fairness to the greatest extent" and "sharing of resources, improve the professional quality " as the goal point, the establishment of the local government co-ordination and co-development efforts of various departments operating mechanism; increasing financial input, improving the financial compensation mechanism as well as incentives and evaluation mechanism; the establishment of the kindergarten teachers in the series rotation exchange mechanism, enhancing the professional level of teachers; the establishment of national culture in kindergarten curriculum resources sharing mechanism, improving the Qiang cultural resources development support system.
