The allocation of pre-school education resources refers to the systematic allocation of educational resources in the course of the operation of pre-school education,including the number of full-time kindergarten teachers,the number of kindergartens and the construction area of kindergartens,which is essentially dominated by the needs of kindergarten children.Under the background of the comprehensive two-child policy and the rapid advance of urbanization,the number of children in the park and the distribution of urban and rural areas are constantly changing,and the demand and allocation of pre-school education resources are bound to change.Therefore,this study uses the method of literature analysis and queue factors to comb through the historical trend of the allocation of pre-school education resources in Gansu Province,and tries to predict the growth of the number of children in the park in Gansu Province in the next 10 years and the corresponding change sought after the demand for pre-school education resources,so as to provide an empirical basis for pre-school education planning in Gansu Province.The study found that the total allocation of pre-school education resources in Gansu Province from 2010 to 2017 expanded rapidly,with the rapid growth trend of the number of children in the park,full-time kindergarten teachers,the number of kindergartens and the construction area of kindergartens.The number of kindergarten sons increased by 61,940,the number of full-time kindergarten teachers increased by 30,307,the number of kindergartens increased by 4715,and the construction area of kindergartens increased by 3.78 million square meters.At the same time,it shows that the total allocation and speed of pre-school education resources in rural areas exceeds the characteristics of urban areas,with more than 13,221 full-time teachers in rural kindergartens,more than 4,668 kindergartens and more than 2.04 million square meters of kindergarten construction area.The study predicts the growth of kindergarten children in Gansu Province from 2019 to 2029 and the demand for kindergarten teachers,kindergartens and kindergarten building area,and shows a trend of rising first and then flat,of which 2019-2022 is a surge period,and 2023-2029 will gradually flatten.At the same time shows that the demand for pre-school education resources in urban areas exceeds the characteristics of rural areas,the demand for full-time teachers in urban kindergartens increased by 12,549 people,the number of kindergartens increased by 523,the construction area of kindergartens increased by 2.29 million square meters,and the number of rural demand did not increase or decrease,the number of full-time kindergarten teachers decreased by 997,the number of kindergartens decreased by 166,the construction area of kindergartens decreased by 100,000 square meters.From the above results,we can see that the focus of the allocation of pre-school education resources in Gansu Province has shifted from rural to urban area.On the basis of the historical trend and realistic demand of comprehensive pre-school education allocation,we should set up the best view of justice and dynamic change with young children as the core and taking care of the vulnerable groups,and serve as the value orientation of the allocation of pre-school education resources.Take into account the impact of government,market,comprehensive two-child and urbanization on the allocation of pre-school education resources in urban and rural areas.Under the principle of clarifying the unity of child care,government-led,fair and efficient,it is proposed to establish a system of monitoring and forecasting the needs of the birth population,to expand the scope of the implementation of pre-school financial assistance with the focus on vulnerable children and receiving the park,to allocate pre-school education resources in a targeted manner,to set up a system of resource allocation for pre-school education at the county level,and to dynamically adjust the effective use of regional pre-school education resources.
