As the initial phase of national education, preschool education owns strategic importance on individual lifelong development and sustainable development of the society, which draws more and more attention from the society. The core aspect of developing preschool education is to promote the educational equality. And the key to promote the educational equality of preschool education depends on preschool teachers. Preschool teachers are the vital power and core influential factor of developing preschool education. Therefore, the rational allocation of preschool teachers is directly related to the harmonious development of primary education as well as the enhancement of the quality of preschool education and the realization of educational equity. Hereby, through the investigation and analysis on current status of resource allocation of preschool teachers in Sichuan and Guizhou Province, moreover, the article aims at realizing the balanced development of preschool education in different ethnic groups by using resource allocation mechanism of preschool teachers as pushing hands in Sichuan and Guizhou Province.Based on Education Equity Theory, Resource Allocation Theory and Teachers’ Professional Development Theory, and take 362 teachers and 26 kindergarten leaders in ethnic areas of Sichuan and Guizhou Province as objects of study, the article conducted a research on the results and process of preschool teacher resources allocation by using documentary method and questionnaire method combining with interviewing method. Namely, from the perspective of class size, teacher-children ratio, the structure of preschool teachers, monthly income as well as preschool teacher training so as to conduct a survey on the results of preschool teacher resources allocation. Meanwhile, it also did a research on the process of preschool teacher resources allocation in ethnic groups from the perspective of the subject of allocation, the object of allocation as well as the allocation techniques, therefore, to master the current situation of preschool teacher resources allocation within different ethnic groups. Based on this, the article analyzed the cause of formation of preschool teacher resources allocation issues in Sichuan and Guizhou Province. At the same time, the article established an appropriate preschool teacher resources allocation mechanism by using the experience of teacher resources allocation at home and abroad for reference.The investigation results in this paper showed the insufficiency of preschool teachers in teacher resources allocation in ethnic areas of Sichuan and Guizhou Province, irrational structure of preschool teachers as well as overall quality of preschool teachers which need to be improved etc. And then, from the perspective of government, market, kindergartens and teachers, it analyzed the root of the problem in teacher resources allocation in ethnic areas of Sichuan and Guizhou Province: as for educational investment from government, too much intervention does coexist with the lack of management; price mechanism couldn’t play its role well in the process of teacher resources allocation, especially in public kindergartens. The competitive mechanism only occurred in regions with a better status of economic development while the demand is far greater than the supply in remote race regions which lead to the malfunction of the competitive mechanism. The autonomous right of assigning teachers in kindergartens was confined; the autonomous right of allocating preschool teachers is weak. Based on this, this paper put forward a strategy which is suitable for mechanism establishment from the aspects of the idea, objective and operation of optimizing the allocation of resources: set up the idea of “Humanistic Management”, “Capacity Core Management” and “Structural Improvement”; regard the optimization of competence structure of both teacher groups as well as individuals; build up a operation mechanism in teacher resources allocation in ethnic areas of Sichuan and Guizhou Province —enhance the resource allocation mechanism of preschool teachers; set up a regularly flow mechanism among kindergarten teachers; establish a resource sharing mechanism; improve the Talent stability mechanism; build a lifelong educational training system.
