Ministry of Education documents such as <The national medium and long-term education reform and development plan outline (2010-2020)> and <Push forward the world first-class university and the first-class discipline construction overall plan> all emphasize one thing that the public investment in higher education will be more prominent performance orientation in the future. In order to improve the performance and enhance the core competitiveness, many universities especially research-oriented university promote discipline construction and internal management system reform. Academic division system reform is one way for some universities to integrate academic resource and stimulate the creativity of grassroots academic organizations. At the beginning of academic division system reform in research oriented universities, academic division are less stable because of the change and adjustment of organization structure and management mode. Performance failures would happen if directly applied the existing performance management model and method to academic division. Such performance management is not only difficult to play the role of "promoting construction through appraisal", may also weaken the academic division ability of realizing its strategic goal.Academic division system reform needs a more flexible strategic performance management system to effectively guide the integration and development of the division. This article uses performance network model to develop the performance management system of academic division. Different from traditional performance management models, performance network model don’t pay close attention to the formal organization structure and department, but focus on the nature logic of organization performance generation, stakeholders demand and interest balance performance unit、performance nodes and performance measurements are all crucial elements in performance network model. So this model can help academic division administrators make a clarification about problems like "what、who、how" in daily administrative work. Beyond that, performance network model are easy for organization performance guide and management, easy for organization structure innovation and highly flexible for use. These particular strengths made performance network model suited for those organizations whose structure and management node are less stable.
