From January 1, 2009, the first implementation of compulsory education schools in the country pay for performance system, and issued a "pay for performance on the implementation of compulsory school guidance." More than two years of practice proved that the implementation of performance pay further improve the majority of primary and secondary school teachers’ income levels, further enhancing the attractiveness of the teaching profession, and promote the rational allocation of teacher resources, and promote the balanced development of basic education.Meanwhile, the performance pay system reform in practice, there have been some problems, such as lack of financial funding, performance appraisal and monitoring mechanisms are not perfect, unreasonable distribution of performance pay, in some places the implementation of performance pay a mere formality, etc,thus affecting the expected results of the reform, and even hinder the improvement of the quality of basic education and future development.On the basis of a comprehensive literature on the use of questionnaires, interviews for high school teachers from six provinces were investigated. Mainly for teacher merit pay system for teachers currently satisfaction, the current problems of performance-based pay system, a profound analysis of the impact the implementation of secondary school teachers’ pay for performance constraints, make useful countermeasures and suggestions to further promote high school teacher performance pay system reform important.Survey results show that teacher performance pay system has achieved some results, most of the secondary school teachers on merit pay system reform is supported, but there are imperfect indicators of pay for performance appraisal, pay for performance assessment of the lack of effective supervision system and other issues.
