The modern national education system includes general education and vocational education, they belong to different education category, but have the same social status, they both are indispensable elements in the implementation of science and education strategy in China. Vocational education of importance is that it took to improve the social labor obtain employment ability and vocational skills training and cultivating high-quality technical personnel. From the point of the current overall situation, vocational education system in our country has not been well development, can’t meet the needs of personnel training. Secondary vocational education has a basic role in the modern vocational education system, is the focus of vocational education development, at the same time, is also the "short board" in the process of development of vocational education. Low social status of secondary vocational education has been a bottleneck for the rapid development.This article uses literature, survey research and case studies, based on students of secondary vocational school, staff, parents and the public,from the perspective of culture, strive to explore the effect of secondary vocational education status identity deeper reasons, and find problems from the root. For a long time, due to the dislocation of concept culture,the implementation is not in place of institutional culture, the reality absence of material culture, secondary vocational education deviated from the track of healthy development, work-integrated learning, double team, high-quality employment and other characteristics are not obvious,triggered a series of problems. By analyzing a large of data and existing references, we found that the low social status and public perception mainly manifested in four aspects: "helpless" when students choose vocational schools, "concern" for investment benefit after children acceptsecondary vocational education, the two-sided when the public evaluation of secondary vocational education, the ambivalence when companies recruit workers. In order to elevate the status of secondary vocational education, we draw lessons from Germany’s advanced practice on the basis of considering its own special national conditions, then put forward several suggestions: updating the idea to run a school, improving institutional culture, creating a cultural atmosphere, shaping the brand culture.Through this study, we look forward that secondary vocational education taking cultural reflection as the breakthrough point in the process of development, taking culture as the guidance in practice, to create a good social atmosphere, enhance their appeal, improve social status, then play to the powerful features better for servicing the regional economic development and the society.
