As the development of global economic integration and internationalization of higher education, all sorts of companies, governments have a strong desire on international applied talents. International cooperation projects in higher education are one of the methods to develop international applied talents. International cooperation projects are the main types of sino-foreign educational cooperation programs. China’s international cooperation projects produced in 1980 s and developed very fast when it became one of the members of WTO and at that time the scale and level improved a lot.The mode of international cooperation projects are more and more diverse. The enforcement of sino-foreign educational cooperation programs have as following advantages. It will help to conducive to the introduction of foreign high-quality educational resources. It will help to deepen reform and open up of higher education of our country. It will help to reduce the gap in higher education between developed countries. It will help the further reform and optimization of high education management system in China.There is a big gap in traditional higher education system and management level between China and western developed countries. China’s international educational cooperation program is a way for exploring, experiment and reform in the background of global economic integration and education internationalization. Different educational concepts from different countries when enforce the project will occur lots of problems and conflicts. If we can not solve these problems and conflicts in right ways, it will have some kind of influence on the sustained and healthy development in sino-foreign educational cooperation programs.First of all, the paper simply views the history of sino-foreign educational cooperation programs and on the basis of that shows the reason of holding sino-foreign educational cooperation programs and the current situation of the programs. It also points out the misunderstanding of international educational cooperation programs. The development of global economic integration and internationalization of higher education put froward a new demand for the sustained and healthy development in sino-foreign educational cooperation programs. Using methods of literature research, comparative research, historical research and investigation research, in the chapter 5 the author combine the experience and mode of sino-foreign educational cooperation programs andput forward ten improvement measures and innovative ideas and try to provide ideas for the sustained and healthy development in sino-foreign educational cooperation programs and promote the continuous, healthy and harmonious development of the international cooperation projects.
