The management of rural finance, which provides an accounting basis for the development of rural economy, is an important aspect of the economic management in rural areas. The quality of rural financial administration depends largely on the professional quality and capabilities of financial managerial staff. As the government has paid close attention to the issues of agriculture, rural areas and farmers, rural reform is increasingly deepened. Many fiscal policies are introduced to support agriculture, and the scale of ago-oriented funds is expanded. Therefore, it is of great importance to further standardize the administration of fiscal affairs in rural areas, as well as managing and utilizing funds efficiently, for the purpose of promoting social harmony and stability in rural areas, and creating a new socialist countryside. As a result, higher demands are set on managerial staff in rural financial sectors. At present, personnel in rural departments of finance tend be to older and less professional, with outdated knowledge and poor understanding of regulations and fiscal support policies to agriculture. It is hard for them to adapt themselves to the demand of rural reform, and social and economic development. Thus, more vocational education and training should be provided for financial managerial personnel in rural areas, in order to improve their professional quality and capabilities. It will also contribute to the implementation of fiscal policies on agricultural support, promoting the comprehensive, sound and sustainable development of rural economy.In Chapter one, by reviewing papers from home and abroad, the author finds out that there are fewer researches on the vocational training of administrative staff in rural financial departments. Most domestic studies focus on finding ways to make financial management in rural areas more efficient rather than on the vocational training of administrative staff. Due to the different national conditions, and disparity in management style and post-setting in rural areas, the western experience has no parallel. As such, we can only learn from foreign practice on vocational education and training.Chapter two clarifies the course of development of rural financial managers system as a group by analyzing its evolution. Problems and causes are found out. By sending out questionnaires and analyzing data collected, present condition of managerial personnel from rural departments of finance in Shanghai is investigated, so is the demand of vocational training for them. A few common problems and root causes are identified.Chapter three mainly studies the providers, funding, management mechanism, training standard, as well as evaluating and supervising system of the vocational training for rural financial administrative staff, in order to discover the problems exist in the provision of vocational education and to put forward related solutions.On the basis of literature review and survey data, Chapter four examines both the internal and external needs of offering vocational training to rural financial administrative staff in our country at this stage. Based on conclusions drawn in Chapter two, this part is discussed from the following aspects:the regulation of rural financial management, development of rural economy, construction of new pattern urbanization and a new countryside, social stability in rural areas and career development of rural financial managerial staff.In Chapter five, suggested solutions are provided to the problem of improving vocational education and training of rural financial administrative personnel, on the basis of successful experiences in Shanghai.
