We are in an era that the whole country make unremitting efforts to achieve the goal of "two one hundred years" and the Chinese dream of the Chinese nation’s bright prospect.We advocate scientific development, but we should develop ourselves first, and the most important is the promotion of quality, responsibility is one of the most important qualities. Now, all kinds of ethical issues and the college students’ lack of responsibility are exposed. It will put a brake effectively on development of harmonious society, the core of the problem is the weakening of responsibility. College students are important subject of the Chinese dream,the strength or weakness of their sense of responsibility will affect the realization of the Chinese dream, so the primary purpose of higher education should be to cultivate the college students’sense of responsibility. In colleges and universities, the ideological and political education is not abstract, it is always need to achieve the dynamic development in a particular historical background and material conditions. Therefore, adapting the realistic needs to update the carriers of education is a vital part to cultivate the sense of responsibility. The College Work-study program is the potent combination of education and practice.In the new era, the content and function of college work-study program continues to enrich with the progress of the social and the development of education. As a potential hidden curriculum.college work-study program has its obvious inherent advantages. Its clear function of guidance, effective function of information transfer, positive function of values guidance. immediate function of practical test, the real function of the subject and object interaction, orderly function of organizational guarantee help for cultivating the college students’sense of responsibility greatly. It conforms to the practicalness of the carriers of cultivating college students’ sense of responsibility, ensures the participation of the work of cultivating college students’ sense of responsibility, enhances the effectiveness of cultivating college students’sense of responsibility, meets the diversity of the ways of cultivating college students’sense of responsibility. By further analyzing the current situation of implementation of College Work-study program, we can know that there are some problems in the operation process of college work-study program, including the great arbitrariness of landing a job; the great mobility of work-study students; the lack of teachers’ care and guidance; the jobs of work-study program is unable to meet the students’needs, etc. To sum up, the main constraint factors are cognitive factors of subjects and objects, the factor of management and the factor of cultural environment. To a certain extent, it will hamper the effectiveness of the function to cultivate college students’ sense of responsibility. According to the existing problems of College Work-study program.This article analyzes the optimization measures that the College Work-study program boost the cultivation of college students’ sense of responsibility from the five aspects:the cognitive concept, the implementation of procedures, the regulations of system, the types of job and the cultural environment. For the cognitive aspects, the conversion of the students and teachers’ cognition should be prompted. For the implementation of procedures, the contents of college work-study program’s early stage that preparation and training, middle stage that conduction and reflection, late stage that evaluation and encouragement should be cleared, every stage should through the purpose of cultivating the sense of responsibility. For the regulations of system, it focus on the innovation of management system, giving the Work-study program credits, including in comprehensive evaluation system and implementing the punishment mechanism. For the types of job, the setting of Work-study program’s post should contact students’interest and ability, enhance challenge and innovate viable work-study jobs. For the aspect of cultural environment, it focus on strengthening the emotion of responsibility, enhancing the power of responsibility, improving the ability of responsibility and encouraging the practice of responsible.
