The modern age is the era of knowledge economy, and the competition which is called human capital competition formed by education between the knowledge and technology has become the main competition among countries or regions, and competition in human capital through education this competition is mainly formed by essentially using education spillovers to promote the development. Today, most countries or regions encourage development of education by a series of measures and policies. Unfortunately, many regions only focus on the development of primary education and higher education, while secondary vocational education is isolated. In fact, secondary vocational education is an important part of modern education system, because it can be used directly for the national and local economic construction, as a basis for entering the labor market and lifelong learning, which is closer to the labor market. Secondary vocational education can reduce the unemployment rate and provide enterprises with all kinds of technical and management staffs through its spillover, thereby enhancing the competitiveness of enterprises and contributing to the local economy. However, the research on secondary vocational education investment about spillover effect in the academic community is very small. In addition, the current local economic development of Northeast is very terrible, particularly, economic growth of Liaoning Province has been ranked the last five in the past two years.In this context, this paper established Feder model to study spillover effects of secondary vocational education sector of Liaoning Province for non-secondary vocational education sector, and determine the level of spillover effects of secondary vocational education investment of Liaoning Province by comparing with other provinces. This is not only quantitative study spillover effects on local investment in secondary vocational education were added, and the correct understanding of the importance of Liaoning Province, secondary vocational education in order to develop secondary vocational education and thus promote economic growth is of great significance.When using Feder model to make empirical analysis, this paper estimates gross effect and spillover effects on secondary vocational education investment of Liaoning Province, and it is also estimated differences in productivity between secondary vocational education sector and non-secondary vocational education sector.The results show that:secondary vocational education investment of Liaoning Province has a significant positive role in promoting the economic growth in this province and non-secondary vocational education sector output, and this spillover effects in the Liaoning Province is outstanding; The productivity of secondary vocational education sector is lower than non-secondary vocational education sector’s.
