The recent-years’ tide of urbanization and modernization in China brings about more complex and diverse problems of the urban low-income families. In this trend, however, growing number of domestic and foreign researches began to give up the traditional problem-oriented perspective and pay more attention on the advantages and positive strengths shown when these families overcoming difficulties and even getting rid out of poverty by themselves. Using Capability approach and Positive Welfare perspective, the paper tries to study on low-income families’ living conditions, and then take Family Resilience as the means to measure their process of adapting adversity and coping strategies. By literature study, interview and other research methods, on the one hand, this dissertation tries to come up with a usable Family Resilience Scale by studying in the Family Strengths Index; and on the other hand puts forward some suggestions for social work to enhance the family resilience in urban low-income families.This dissertation is divided into five parts. Chapter one introduces the research background, research significance, the literature review of the problem of poverty and family resilience and carries out research methods and theoretical perspective. Taking Pudong new district as a sample, Chapter two studies on the vulnerabilities and resilience of the urban low-income families. Then on the basis of that, Chapter three interprets and revises the Family Strength Index and comes up with the Family Resilience Scale which can be used to measure the low-income family’s resilience in China. Chapter four is the pre-testing of the scale which proves that it has good reliability and content validity. The fifth part gives out a summary of the whole paper. Also, reflects on how the scale can be used to the social work services.
