A Probe Into The Governmental Responsibilities In The Development Of Private Universities In Jiangsu Province

After rapid development in the past three decades, private higher education has achieved tremendous accomplishments despite problems and contradictions in the meanwhile. A range of issues have been presented before us like what responsibility the government needs to assume and how the responsibilities have been carried out by the government, and how the government should assume its responsibilities, and the clarification of these issues will facilitate the sustained and healthy development of private colleges and universities.By adopting the methodology of case analysis and comparative study, this paper focuses on the governmental responsibilities in the development of private universities with a special emphasis on the case study of Jiangsu province. It begins with a comprehensive literature review of the relevant studies home and abroad, and a definition of the private universities and governmental responsibilities, followed by the positive externality, scale economy, quasi-publicity and market information asymmetry of the private higher education. By taking market failure theory and related laws as its theoretical basis and legal basis, it goes on to analyze and demonstrate the governmental responsibilities in the development of private universities in the aspects of scientific planning, legislation strengthening, financial assistance improving, effective supervision and service delivery.Further, this paper reviews three phases in the historical development of private universities in Jiangsu province, and the features of governmental responsibility in each phase. Six typical models of private universities establishment are summarized and five manifestations of government responsibility defect are demonstrated by two cases, coming to the conclusion of four causes for the responsibility defect in Jiangsu province. Then, it makes a comparative analysis of the governmental responsibilities in some developed overseas countries（regions） and some other provinces in China, and summarizes their worthy experiences and practices, and puts forward the countermeasures and suggestions to carry out the governmental responsibilities in the development of private colleges and universities in Jiangsu provinceFinally, it comes to the suggestions on the above theories and analyses that the governmental responsibilities in the private higher education development should lay emphasis, first, on scientific planning to lead the higher education development; second, on legislation strengthening to promote legal basis for higher education; third, on the financial assistance for better private university management:fourth, on the efficient supervision for improved education quality; and fifthly, on the service delivery to establish service system for private university development.
