With the implementation and promotion of New Curriculum Standards, School-based Instruction Research as an advocated teaching-research system, plays an important role in the deepening of new curriculum reform, the school development, the teachers’ professional growth and the teaching quality improvement. Its advantages are approved by many teachers and are applied in many schools. As now English lessons are fully set up in primary schools, problems about English teaching in those schools are increasingly apparent, especially in township primary schools due to poor resource and external environment. By using the methods of literature reviews, questionnaire surveys and individual interviews, the current situations and implementation of English School-based Instruction Research in township primary schools are investigated and studied, The theme of this study is determined after arranging, concluding and analyzing the data from a large number of collected documents and papers. In this study, the current situations and existing problems of English School-based Instruction Research in Changshu township primary schools are mainly revealed, and some suggestions are accordingly proposed.This paper includes five parts. Part one is the introduction, which involves the background and significance of the topic, the structure of this paper and some main research methods. Part two is literature reviews about native and foreign documents, where some concepts of research objects are defined and comprehensive reviews of these documents are made. Part three is an investigation. In this part the current situations of English School-based Instruction Research in Changshu township primary schools are investigated from several aspects of the respondents’ personal basic situations, the principles and the implementation of School-based Instruction, the participation and the evaluation systems in School-based Instruction Research through the questionnaire surveys, and the existing problems and reasons are analyzed from three different levels. Part four is the individual interview. On the basis of the investigation above, the main problems are further analyzed using the methods of interview analysis combined with cross-comparisons between urban primary schools and township primary schools. In Part five, some suggestions on the development of English School-based Instruction Research in Changshu township primary schools are proposed in accordance with these main problems finally.
