Compulsory education balanced development has become the focus of the current education reform in our country and society, promote the balanced development of the county area compulsory education is the current compulsory education balanced development the primary choice feasible path and the reality. At the same time, when our country education with economic growth and expansion, the gap between education and inequality in a growth or expansion, also caused the unbalanced development of compulsory education today. Compulsory education led to the uneven development, the widening gap between regions, between urban and rural, intercollegiate exacerbated the education injustice, constitutes the realistic foundation of the modern compulsory education.
