Study On R&D Resources Of University And Its Roles In Supporting The Development Of University Spin-offs

The level of transformation of scientific and technological achievements has become one of the important factors in improving comprehensive competitiveness, developing productive forces and promoting economic growth for each county in the trend of economic and technical globalization. And the role of transformation of scientific and technological achievements in colleges and universities is especially important. As the key way to transfer scientific and technological achievements, the derivative enterprises of colleges should take accurately hold of those factors that form and influence them at present stage. Moreover, in China the level of transformation of scientific and technological achievements is relative low; the mode of derivative enterprise has many problems; policies promoting transformation are not enough and gap exists between the spin-off enterprise in china and those in the developed counties in no matter quality or quantity. And forasmuch, the study of this paper has practical significance.From the view of philosophy of science and technology, this article first defined the meaning of R&D resources and analyzed its essence, characteristics, form of existing and meaning of function. At the same time it defined the meaning of a university spin-off and analyzed the process of its development. It then discussed the demand of resources and the support of R&D resources for the university in each phase of development. Through learning the experience from the U.S. and Japan, the author put forward some countermeasures and suggestions which might promote the development of university spin-offs in our country after analyzing the present situation of R&D resources and the existing problems in university spin-offs in China.This paper mainly adopts concept analysis, comparative analysis, case studies and some basic research methods, and then makes such a conclusion after the study:the R&D resources is the basic factor which is very significant in the founding stage of the university spin-offs and supports the university spin-offs constantly by means of technology resources, human resources and material resources in the further development of the latter. The university spin-offs and their colleges together accelerate funds of investment, improve the quality of R&D, focus on the R&D funds of investment for the oriented application and the service of S&T, form the core technology of the university spin-offs and promote the successful creation of university spin-offs. At the same time universities should establish the inner motive mechanism of technology transfer, improve the invention of university R&D technology resources for transferring and industrializing and cultivate innovation of the campus and instituting culture. Simultaneously, the government should strengthen the intellectual property rights of colleges, establish and perfect their consultation service system and incentive system in the process of application, assessment and transfer of the intellectual property rights in order to support university spin-offs and make them develop healthily and rapidly.
