Compulsory education balanced development directly affects the education fairness,the education quality, and the vital interests of thousands of parents and students. "small section" management with the characteristics of "the teacher exchange, resource sharing, unified teaching,bundled examination" become the one of the ways to achieve regional balanced development of the education quality.On the basis of the carding management experience of domestic small area compulsory education, the paper analyzes the situation, problems and causes of compulsory education balanced development of Quanzhou Licheng city from the public goods, the education fair, resource allocation theory, by using the literature research, case analysis, statistical analysis and comparative research method.On the basis of above, the paper study the characteristics of small area management, working mechanism and work content.Balanced development of the regional education evaluation index is established and the quantitative evaluation of promotion of small area depended management affected on balanced development of regional education.The paper argues that the balanced education development of Licheng city exist unequal phenomenon between educational opportunities for schools, teachers, school conditions, which is because of the public education resources allocation tilt in city guide, regional school layout is not reasonable, and the social class differentiation.Group small area has moderate management autonomy,maximize resources, and promotion of the balanced development of compulsory education area. Small area depended management mode can effectively promote the balanced development of the regional education.The paper argues that regional balanced development of the compulsory education including improving the primary school planning and layout, and the average public expenditure per district school transfer standard, and balanced allocation of teachers and other aspects.Setting up information management platform, strengthening personnel training and introduction efforts, playing the leading role of teacher, and promoting area administrative authority is main countermeasures to improve the small area management model.
