Macrostructure Study Of Hubei Vocational Education Under The Context Of “Four Modernizations Simulataneous Development”

With the rapid development of economics and continuous improvement of social productive forces in our country, vocational education, as an important component of China’s education system, plays a more and more important role in talent cultivation. After the development strategy of “four modernizations simultaneous development” during the 12 th Five-Year Plan period was put forward, there will be new opportunities and challenges for improving and upgrading the industrial structure and technological structure of economic development in Hubei. The changes of regional economic situation will raise new requirement for the entire distribution and macrostructure of vocational education.In order to serve the regional economic development well,the structure of vocational education should follow the economic development situation.Currently, vocational schools in Hubei heavily concentrated in capital city and economically developed cities, there are smaller number of vocational schools in underdeveloped areas. The supply of different levels of skilled personnel trained in vocational schools and the demand of skilled personnel in industrial development are unbalanced. There is a "mechanic shortage" phenomenon in labor market. Primary and secondary industries related industries are short of skilled personnel, the excess of senior skilled personnel exists in tertiary industry. The quantity of professional distribution related to tertiary industry is largest,professional distribution related to secondary industry is followed by the first industry-related professional distribution at least.Professions related to some emerging industries are almost never involved.In the development of vocational education and regional economy, some problems exists that the coordination degree of vocational education regional layout structure and regional economic development level is not high. The adaptation degree of hierarchy and talent demand levels under “four modernizations simultaneous development” is not good. Professional setting and the industrial structure adjustment and upgrading in economic development,constrcution of the pillar industries match degree is low.Causes of macro-structure of vocational education development difficulties have many aspects:the regional distribution of vocational education and professional setting aren’t adapted to regional economic development and industry planning, modern vocational education system hasn’t been established,which restricts the training of skilled personnel at different levels, vocational schools s professional setting can’t combine with the market situation well.Hubei Province should coordinate the layout of vocational education based on the regional economy development levels, and build the hierarchy of vocational education adapted to the regional economy development,the subject and profession structure adjusted to industrial structure adjustment and upgrading also should be build. Corresponding safeguarding measures are given in three aspects:financial,systems,human to adapt to “four modernizations simultaneous development”.
