Research On The Performance For Financial Expenditure On Tuition-Free Policy Of Secondary Vocational Education In Guangxi Province

When the tuition-free policy about secondary vocational education has not yet implemented in the whole country in China, six specific people studied in secondary vocational school was exempted from paying tuition in Guangxi in 2008. Then in 2014, Guangxi province has realized the secondary vocational education comprehensive free tuition, during the eight years, the financial expenditure of the central government and Guangxi province for secondary vocational tuition-free policy has been growing an average annual increase of 92.06%. Along with the advancement of tuition-free policy, the scale of secondary vocational education in Guangxi has been showing a tendency of rapid growth from 2008 to 2012, the quantity of secondary vocational students is also bigger than ordinary high school and tend to be balance gradually. But since 2013, especially tuition-free policy was expanded to all the secondary vocational students in Guangxi, the scale of secondary vocational education has started to decline, even recovered to the scale of the policy has not been implemented in 2015. So what about the effect of the policy? Whether it was achieve the desired results? What are the factors that influence the effect of the implementation of the policy?According to the study, first we need to clarify the stage of development of secondary vocational education in our country and the process of the tuition-free policy in secondary vocational education in Guangxi province. Besides, to clear the concepts about fiscal expenditure performance. Using John Bordley Rawls’ theory about justice and New Public Management theory, "3E" and "4E" theory, on the basis of the panel data of scale of secondary vocational education in Guangxi province form2007 to 2015, to analyze of the effect of fiscal expenditure for secondary vocational tuition-free policy and the existing problems in Guangxi province. Based on literature combed widely in further and opinions from the experts to establish the Index system about fiscal expenditure performance of secondary vocational education in Guangxi province. Next, using Analytic Hierarchy Process to give weights, then, to evaluate the performance of the fiscal expenditure performance of secondary vocational education in the basis of research about four schools. Last, it will explore the effects about secondary vocational education free for the taking the influence factors of the performance of the fiscal expenditure performance of secondary vocational education and put forward some corresponding suggestions.Basic cognitive research is accepted as follow:(1) In the long term, with the deepening of the tuition-free in secondary vocational education and the expansion of fiscal expenditure, the scale of secondary vocational schools have been not presented in a steady expansion in Guangxi province,and the attraction of secondary vocational education has not been improved continuously; (2) Although the fiscal expenditure for tuition-free policy about secondary vocational education has promoted the education fair to a certain extent, but if you want to achieve the purpose of the promoting social fairness, in the education system reform, also need to reform education system accordingly and the current distribution system reform,change the direction of financial support. (3) The fiscal expenditure performance of tuition-free policy about secondary vocational education in Guangxi province is low generally, it is mainly affected by the degree of government’s financial investment, Whether the free tuition reached to schools policy in timely and accurately or not, how the beneficial groups understand the policy, students’ learning enthusiasm, and so onBased on this, we put forward some suggestions which may improve the fiscal expenditure performance of tuition-free policy about secondary vocational education in Guangxi province:to improve the weight of assessment about area secondary vocational education in local government’s performance, to fund the free tuition into the budget to guarantee payment in place timely,to propaganda the tuition-free policy about secondary vocational education specifically, to strengthen the exploration about the pattern of tuition-free after graduated from school, to attach importance to moral education of the secondary vocational education, to improve secondary vocational students’ enthusiasm on study, to improve the teaching quality of secondary vocational education and enhance its attraction.
