Guangxi Secondary Vocational Education Tuition Free Policy Execution Research

Training hundreds and thousands of high-quality and highly-skilled personnel, medium vocational education is an important component of the modern education system in our country. And medium vocational education is of great significance for boosting social and economic development, achieving modernization, promoting education equality, optimizing education structure and enhancing social harmony. With the Free tuition policy of medium vocational education taking effect in recent years, such vulnerable members as students from rural areas and poor families are attracting more attention. And these students are benefitting from the subsidies and free education brought by the policy.However, there are many problems in carrying out this policy. How to maximize the effect of this policy and minimize the gap between the educational standards of our country with western countries is a matter of concern.To assure the effectiveness of the policy, this thesis, using empirical method, studies the execution of the policy in the vocational schools in Nanning to identify the problems, improve the policy and give reference to anyone who it may concern.And this survey shows that the execution of this policy is impeded by severe financial burden of these schools, unsound supervision mechanism, little behavior improvement of the benefitted students and weak faculty force.Besides surveying the execution of the policy.This thesis analyzes the existing problems and suggests counter measures, such as increasing government financial input to ensure enough funds for vocational education, strengthening the system construction to provide systemic warrant for the execution, intensifying moral education of the students to improve the policy impact and training double-professional teachers to improve the faculty. These methods work together to guarantee the better execution of the free tuition policy.
