The Study On The Undergraduate Tuitionstandard In Hebei Province

The undergraduate tuition standard in Hebei province was implemented since 2000. The increase of living cost ignites corresponding increase of higher educational cost while the undergraduate tuition standard remains at the same level a decade ago. This paper mainly adopts theoretical and empirical research methods to firstly elaborate and analyze the external environment and related policies of colleges and universities in Heibei province in order to obtain the significant meaning of its undergraduate tuition. Secondly, it aims to define the theoretical basis for the educated to afford part of the tuition cost with human capital theory and cost-sharing theory as research foundations. What’s more, this paper has gathered 30 public colleges and universities in Heibei and analyzed the external environment and internal factors, which finally conclude three important elements that will affect the tuition: average cost per student, affordability of residents, and state appropriation. Besides, there are related theoretical analyses. Furthermore, it adopts IS-LM Curve in macro-economic to carry out theoretical analysis on proportional relationship between school enrollment and educational quality so as to put forward that the tuition standard should pay attention to educational quality. Besides, it will also set up the optimal model while taking optimal number of students and optimal quality into consideration based on mathematical technique and with relevant theoretical analysis as basis. Meanwhile it shall solve the model with three public colleges and universities as samples. Finally, based on above analysis and calculation this paper comes up with the opinion that Hebei Province should appropriately raise the undergraduate tuition standard and conduct discriminatory pricing; establish mechanism in terms of educational cost assessment and control appraising adaptable to the characteristics of Hebei province; local government should continue to raise the investment on higher education; decrease blind expansion of colleges and universities so as to completely eradicate the policy recommendations on comparison among various colleges and universities.
