Talent is the most important strategic resource for countries and areas. With the rapid development of China’s comprehensive deepening of reform and the deepening of the market economy, the status of the non-public sector of the economy in the entire national economic system continues to improve. Facing the new normal economic and social development, the development of the non-public economy is an important force to promote economic and social sustainable and healthy development. Talent is the core power of the eternal the non-public sectors of the economy of non-public economic development. To implement the people-centered scientific concept of development, with the development of the times characteristics, the practice of "four comprehensive" and improve the personnel work, provide a good environment for the development of non-public ownership economy talent, has a very important strategic significance. This paper aims to analyze and discuss the current situation of the development of the non-public sector of the economy talents in Shaanxi Province, and put forward the current situation of the development of the non-public sector of the economy in Shaanxi province talent countermeasures and suggestions.This thesis first introduces the development background and the domestic and foreign relevant research, defined on the basis of the non-public sectors of the economy, the concept of talent, talent and combing the history of our country, with the development of the non-public sector of the economy in our country, to tease out the history of the development of the non-public sector of the economy to. And then analyzes the advantages, characteristics and problems of the development of the non-public sector of the economy talents in China, find out the development of the non-public sector of the economy in our country the common people. Further analysis of the history and current situation of non-public ownership economy talent development in Shaanxi Province, so as to buckle the existence of non-public ownership economy in Shaanxi province talent development issues; secondly, this paper analyzes the advanced ideas and experiences of foreign personnel management system to the non-public economy in Shaanxi province talent development enlightenment; finally, the talents of the non public owned economy development in Shaanxi province the problem, combined with the new characteristics of outstanding talent management thought at all times and in all countries and development of talent show, the non-public sectors of the economy in Shaanxi province was developed from three aspects of government, enterprise and talent.In this paper the thoughts of system science as a guide, the non-public economic organizations talent in Shaanxi Province as the object of the applied research, using literature investigation and comparison method, through reading a lot of literature, the human resources management theory in-depth and comprehensive understanding and analysis. By Shaanxi Province, the organization of the non-public economic survey, data statistics and analysis, environmental analysis, combined with their own work practice etc.. The main problems in present situation of non-public economy talent development in Shaanxi province and summarizes the existing, and from the government, enterprise, puts forward methods and Countermeasures to solve the problem of talent. There is a certain theoretical guidance and practical reference significance to explore the development of the talents of NPE in Shaanxi province.
