Our junior high school music education from 1932 to 2011, has experienced the reform ten times. The author combed through reading a large number of documents and arrange the our country modern junior high school music teaching "double-base", summarize its historical features, provide ample historical basis for this research. During the period of the republic of China is China’s modern school system by imitating Japan, Europe and the United States education system to gradually took to the localization of the transition phase, this period junior high school music education is completely to follow other countries’ system, in the teaching of "double-base", the song must use staff, can’t use teaching circumstance of the numbered musical notation. At the beginning of the founding of new China, based on a semi colonial semi-feudal music school regulations cannot meet the requirements for transition period, and junior high school music education in groping stage. Teaching model of draw lessons from the former Soviet union in 1956 formulated the "junior high school music teaching outline(draft)", is our country after the founding of the first junior high school music teaching outline. Outline is put forward in the "double base" teaching requirements on national music language learning and cultivating students’ interest and hobbies, this basically is suitable for China’s basic national conditions and the demand of The Times. In the seventy s, education professionals and scholars began to junior high school music education rethink, begin to pay close attention to psychological characteristics of the junior middle school students, in the national music language environment, to seek for the curriculum standard of music teaching in China.Since 2001, "the full-time compulsory education music course standard(experiment draft)", since the implementation of junior high school music education, which is based on music teaching practice in various provinces, in under the guidance of the concept of "aesthetic as the core", has made a more significant result, show the junior high school music education new look. "Double-base teaching" as the foundation music education important constituent, affirmation and appreciated by the society and the relevant departments. As a basic education subject, shall set up the necessary learning areas, we should pay attention to basic knowledge and skills of teaching", highlights the significance of "double-base" teaching. "Double-base" teaching content with the discipline internal regularity and strong practicality, the teacher must through the basic composition of music teaching practice, the music productions of music cultural, aesthetic, create, and other functions of aesthetic education and quality of music education.
