One-child Policy is the policy that is implemented by China for regulating population increase and optimizing demographic structure. From the microscopic perspective, birth behavior is the thing that concerns with household, namely a personal affair. From the macroscopic level, the whole society needs to consider plans and regulations of birth behavior. It is generally acknowledged that regulation and adjusting of birth planning is concerning with personal happiness, family ship stability as well as whole country’s development. Therefore, by using One-child Policy in second half of19century, China was successfully controlled and improved the condition of overpopulation. However, there were some problems appeared during the process of using One-child Policy, so experts exerted some efforts to solve those problems. In1985, Yicheng County Shanxi Province China became as the first experimental unite that was implemented Late Marriage, Late Childbirth and Extendedthe Interval of Births Policy after approved by Family PlanningCommittee and Committee of Shanxi Province. This plicy means thatrural families had the right to give birth to second child. This Attemptprovided a reference for regulating and improving the One-childPolicy.This article uses literature review to study and know domesticand foreign literature. At the same time, combining with case studyand questionnaire, we investigate300samples in J TownshipYincheng County to collect the first-hand resources about the resultof Two Children Policy in J Township Yicheng County. By studyingfertility behavior and preference, we are able to analyze the currentinfluence of this policy in rural area, and to forecast possibility thatmake Two Children Policy to become as a whole country policyinstead of One-child Policy.This article contains six parts. The first part is to introducebackground of study, problems and significance of studying it, andresearch design and process. The second part is the literature reviewthat studies domestic and foreign articles about fertility policy. Thethird part deeply analyzes essential feature about J TownshipYicheng County. And it includes structure of samples’ age, gender,education background as well as quantity of born children. The fourth part is mainly about fertility behavior. To be more specific, this partincludes samples’ fertility circumstance, relation between samples’age and the number of new born children, relation between samples’income per year and the number of born children, relation betweensamples’ education background and the number of new born childrenas well as samples’ first marriage age and the age of first birth etc.The fifth part deal with fertility preference, which means thatexpectation of children’s number, relation between samples’ age andexpectation of children’s number, relation between samples’education background and expectation of children’s number,expectation of children’s gender, relation between samples’ age andexpectation of children’s gender, relation between samples’education background and expectation of children’s gender, thewomen’s circumstance who faced with the end of childbearing andother factors effect fertility behavior. The sixth part is the conclusion,and to point out imperfection aspects in this article.
