In our country, people who born during the 1970's and 1980's are the most active crowd of the two-child policy for the couple of the one child.Therefore, the research of their fertility desire and behavior contributes certain practical significance.Some methods about Sociology of Population are used in this paper. Also, the paper analyze people's fertility desireand reason under the guidance of famous demographer Leibenstein'scost-effectiveness theory.Through research, this paper has got several conclusions below: Firstly, most people born during 1970's and 1980'swish to have one child or two children,and people who want to have two children are in the majority.Second, people born during the1970's and 1980's don't have a preference to have a boy. In the survey, it's obvious that giving birth to boys and girls are the same for the modern fertility desire. In particular, most people don't care the second baby whether is a boy or girl. But a small number of people still wantto have both a boy and a girl. Thirdly, people born during the 1970's and 1980's tend to have the second baby after 2 to 4 years than the first baby. And most people's willing time for the second childis long after the first child. Among people who want to have a second child, only a few plan to have a child recently, and the time of two years and more than two years have a average distribution.According to the research, the author recommends to open the second-child policy on the basis of singleonly-child policy presently. Also the government can give some social welfare help to the families that meet the requirement of policy.
