Since the reform and opening up, in order to effectively control the growth rate of China’s population, provide a good social and population environment for the take-off and rapid development of economic, our country made the "family planning" policy as a basic national policy in1982. Since the "family planning" policy implementation, China’s population growth rate has been effectively controlled, population growth patterns changed dramatically, at the same time, the concept of child-bearing "taken on a new look", fertility rate before and after also took a huge change. Along with this, series problems due to population growth paradigm transform has taken place, such as aging population, birth sex ratio imbalances and so on. One of the urgent problems of our day is achieving sustainable development of population, economy and society by a better guide of population growth patterns and a reasonable control of population growth rate which is close to the population replacement level. On November12,2013, the Third Plenary Session of the18th CPC Central Committee adopted "The Decision on Major Issues Concerning Comprehensively Deepening Reforms". The decision points out that "Chinese couples with one spouse being an only child would be permitted to have two children, if they choose", this decision is not only a major breakthrough in the history of China’s family planning policy, but also kicking off the transformation and development of the follow-up population policy. The study based on The Research of S Village in Western Henan faced with the new era, policy and demographic situation.This study make a combination of the qualitative and quantitative research methods, starting from the four dimensions of number, sex, birth time, and birth purposes to analyzed and explained the fertility desire and fertility behavior of the after80s in S village, along with the deviation between the fertility desire and fertility behavior, from the context of social modernization, combined with the specific performance of rural modernization process of being marginalized, analysis of why there is a deviation between the fertility desire and fertility behavior expand from system and policy, social and cultural, family and personal aspect. Imperfect rural social pension insurance system and the traditional marriage model are the key factors to make people have a "patriarchal" thought,"family planning" policy now has no idea with people’s reproductive behavior, family’s economic situation also affect people’s reproductive behavior, improving the quality of individual and rich their experience helps people to form more advanced fertility concepts.
