Since the new curriculum reform, the moral character teaching has a great change in rural places of Tongwei. However, under the influence of the traditional education concept and the exam-oriented education, there are still many problems.The neglect of educating function of ideological and moral discipline, the delayed implementation of "the morality first" concept, the weak strength of teachers and the lag of the teacher’s specialization, all of these cause the low efficiency of classroom teaching; At the same time as a result of the rural left-behind children, the misleading of film and television media, the lack of the ideal faith and disregard for the emergence of social factors, Junior high school students develop rapidly both in body and mind on learn to participate in an important stage of social public life, So there is an urgent need to develop ideology and moral character and give correct guidance and help in school. How to solve the personal character discipline teaching problems existing in the rural areas and how to improve the effect of moral character education are urgent problemsfaced by researchers and educators.This study author thought personal character discipline teaching in rural school as the research object, using the method of questionnaire and interview, the author’s author rural 5 middle school moral character teaching situation to carry out the questionnaire survey, a total of 220 questionnaires, 209 effective questionnaires were taken back. Through various means of access, collect, analyze and sort out the latest research results of moral character teaching, at the same time through the list of teaching case and real story for this thesis provides a powerful material and proof.Paper thinks rural school moral character teaching present situation, this paper analyzes the problems of rural moral character teaching, explores the factors hindering factors, teachers of ideological and moral teaching and the development and change of social factors. Through in-depth analysis and summarize the cause of the problems, to put forward the corresponding solution: remedy "partial" "effect" to change the traditional ideas; The development of local teaching material; Attaches great importance to the rural teachers team construction, and promote the teacher professional development; Focus on the development of the "people", improving the quality of moral character education.
