With the development of science and technology, the society puts forward new requirements to the quality of talents, and favors those high comprehensive qualities, strong practical ability of competitors, China’s education reform is imperative. With the deepening of education reform, the concept of quality education has taken root in the hearts of the people, and the teaching method is also from the teachers’teaching to the students’ learning. Faced with this situation, as a moral function of the course, Ideological and Moral Character must change the "infusion" education method, adopt a new way of education and carry out the spirit of quality education in an all-round way. As a result, Question Teaching Method has been paid more and more attention by us. The implementation of problem teaching method in Ideological and Moral lesson is need to cultivate new talent, is to adapt to the curriculum reform and the inevitable move, and also is the effective way of the Ideological and Moral class vitality. However, due to various reasons, Question Teaching Method in junior high school Ideological and Moral Corse is often a mere formality, the teaching effect is not satisfactory.Therefore, this article takes Ideological and Moral Class in the junior middle school as the research object, to carry out four parts with the method of literature, empirical investigation and case analysis. The first part mainly introduces the connotation, characteristics and related theoretical basis of the Question Teaching Method, which lays a theoretical foundation for the next two studies. The second part analyzes the reasons for the implementation of the teaching method of Ideological and Moral education in junior high school, starting from two aspects of practical needs and practical significance. The third part mainly through questionnaire investigation and teacher interview two kinds of field survey method, obtains the junior middle school thought moral character classroom practice in the implementation of the problem of the teaching method of the present situation, and then analyzes the causes of the problem. According to the problems in the survey results, the last part focus to explore the optimization of the ideological and moral course teaching effect of teaching methods from the macro and micro of the two aspects, Striving to make the Ideological and Moral class better reflect the subjectivity of students, and truly realizing the unity of knowledge, emotion, will and behavior of students, so that the whole Ideological and Moral class to move up, music up.
