The Game Analysis Of Statistics Intermediary Data Quality

With the development of China’s statistics, the statistical intermediary plays a more and more important role in our country. But as with government failure and market failure, statistics intermediary service institution has its own difficult that it can’t overcome, the quality of statistical intermediary receives more and more attentions of the public. There are many factors that cause data distortion in the process of statistics intermediary data generation, but the human factor is the most significant, and it’s also the most difficult to control. Because of the interference of the problem of statistics data quality becomes quite complex, so it’s a severe challenge to the reform and optimization of china’s statistical system.First of all, this paper introduces the connotation and the characteristics of statistical agencies in our country, at the same time, it points out the problems of multiple agents and statistical fraud in the statistical mediation. Then we define the quality of statistical data from three different aspects of the producers, users and respondents, and explain the relation between the quality of statistical data and statistical fraud.Secondly, this part introduces the conditions and measures of our statistical intermediary to apply to enter the statistics agency markets, and uses the game theory to analyze the various motives of regulators and statistical intermediary in the application process. We find that lowing the illegal income of the unqualified statistical agency to enter the statistics agency market and statistical supervision department supervision cost can effectively control the quality and quantity of statistical mediation entering into the statistics agency market.Thirdly, the paper describes the formation process of intermediary statistics after the statistics intermediary entering into the statistics agency market, and has an economical analysis to the related statistics party. Then we establish the two game models of the statistical mediation and grassroots units and mediation and government statisticians. When we summarize various factors of affecting the results of the game, we find that the supervision cost is always the most important factors that influencing the quality of statistical data. Therefore, this paper tries to introduce the third party regulators to reduce the supervision cost, and uses evolutionary game theory to prove that this method can be implemented.Finally,the article analyzes the factors affecting the game result of reality, and sums up the game equilibrium for generating process of statistical data, and gives the suggestions to develop the statistical mediation data based on the game equilibrium.
