A Study On Current Situations And Strategies Of Public Sports Services For People Outside Schools In Regular Higher Education Institutions Of Hunan Province

Public Sports Service for people outside schools in Regular Higher education institutions means under the government’s guiding, Colleges, playing a role of leaders, take good use of current resources in the help of certain management modes and concrete methods which will not influence regular work of school. They provide sports goods and sports service for people outside schools to meet their basic needs for sports. In2006, the government’s the11th five-year plan showed that the government should take its basic duty in the process of improving sports cause and enhance its functions in the aspects of policy planning and public service. It is necessary for the government to arouse the enthusiasm of setting up sports cause in all sectors of society. Meanwhile, encouraging sports administration to make development plans, strengthening macro-control, perfecting rules and regulations, offering public services and maintaining the order of this industry are also important. College physical education which is the final stage of school physical educations has a close connection with social sports. So, colleges should improve their functions and enhance the consciousness of public service in order to make contributions to building a perfect system of basic public services and creating a new way for public services. That’s also the reason why the author chose to make a research on current situations and strategies of public sports services for people outside schools in college.In this essay, the author made a deep research on the current situations of public sports services for people outside schools in many colleges of Hunan Province and put forward some effect factors by a way of consulting literature materials, doing questionnaire surveys and making mathematical statistics. On the basis of making clear the meaning and functions of public sports services for people outside schools in regular higher education institutions, the author analyzed the achievements made in our country and abroad. Finally, the author put forward some optimizing strategies to overcome those effect factors appeared in the public sports service of colleges.There are some conclusions listed as follows:1. Regular Higher Education Institutions have done a lot of work in a wide range of the society, which include coaching, organizing, doing and making moral construction of sports activities. Plenty of professional workers and students of sports specialty are joining in the work. However, this work is not done well and in dept, for it’s connected with the weak consciousness of public sports services and contribution for people outside school.2. In recent years, Regular Higher Education Institutions have been investing funds to enhance the construction of sports facilities, but there are still some problems of deficient inputs of capital and facilities. In addition, there are some colleges which are in a large lack of sports facilities that should meet the needs of normal teaching and extra-curricular activities. Then, the development of public sports services for people outside school will be limited.3. Regular Higher Education Institutions have input lots of human resources and capitals to do the job of monitoring student’s physical situations, ignoring the monitor of people outside school. That’s the greatest missing of the colleges’ job in the aspect of doing public sports services.4. Regular Higher Education Institutions have done a good job in the aspect of information consultant of the public sports services for people outside school. While, they should work harder to do more researches for innovating fitness programs.
