With the vigorous development of the higher vocational education inour country, the higher vocational colleges are irreplaceable in nowadays.In order to enhance the integrated management and the quality, improvevitality and the efficiency of running a college, more and more highereducational colleges are practising the two-level management in collegesand schools (departments) on the basis of existing achievements fromordinary higher institutions.The higher vocational colleges in China have such problems asstarting late and poor foundation, and in the recent, decade of structuralreform, everything has not been evolved at the same rate, so it is notnature in many aspects, and there are many questions such as imbalencein the distribution of the power, incomplete organization structure, poorcommunication and coordination of all departments, and so on.In this paper, with the aid of modern management theory, theproblems in the two-level management in higher vocational colleges arediscussed systermaticaly. From the analysis of problems that thetwo-level management in higher vocational colleges are faced with, andthe causes were deeply analyzed. This paper combined with the actualthat Inner Mongolia Technical College of Construction practised the two-level management in higher vocational colleges. This paper is aimedat higher vocational colleges through establishing and implementingeffieetive the two-level management systerm and operational mechanism,to facilitate the education resources are to be collocated reasonably, toimprove the quality of college management efficiency and personneltraining, and to improve college running benefit for maximum.
