The problem of the internal management system transformation rising in the process of expanding in scale and upgrading in higher vocational colleges, especially, the problems of two-level management, have become the key problem being concerned. This paper analyses systematically the two-level management problems existing in higher vocational colleges based on theory of modern management, higher education management, professional pedagogy and modern organization, seeking to find out the solutions to those problems.The paper consists of five chapters.Chapter one, an introduction, examines the two-level management problems existing in higher vocational colleges, as well as their respective causes, analyzes the background of the two-level management in universities and higher vocational colleges at home and abroad, and proposes solutions to the problems identified.Chapter Two provides an overview of the two-level management of higher vocational colleges, which defines some main concepts from different perspectives of modern organization theory, modern management theory and professional pedagogy, analyzes necessity and feasibility of carrying out the two-level management model in higher vocational colleges.Chapter Three discusses the problems existing in the two-level management and their causes. There are four main problems. First, the power and responsibility are unidentified. Second, the operating mechanism doesn't run fluently. Third, the distribution of education resources is unreasonable. Fourth, the intensity in the implementation is not enough. These problems stem from behindhand management ideas, unsound management system and operation mechanism, unreasonable interest adjustment and original management model.Chapter Four is concerned with the two-level management principles and the analysis of management goals. This paper focuses on five principles, including principle of the benefit, consistent principles of the responsibility, power and profit, integrated principles of centralization and decentralization, principle of orderly progress and gradual transition and management principles of democracy. As for the frame of the management goals, it is designed according to the flat management organizational structure, the streamlined and effective body, grading personnel management system, intersection professional discipline system and management model system of secondary colleges.Finally, chapter five puts forward some proposals on management implementation from well-managed cultural environment, downward management focus, modulating the responsibility and power, establishing and improving secondary teaching and financial management system, and improving two-level management operating mechanisms.These five chapters are logically organized and form a complete research framework.
