As a complement for school art education, art training has drawn attention from all sectors of society.It is gradually becoming a trend nowadays. Compared with the past, the art training market has changed alot at present. The form of art training is increasingly diverse, and the number of training institutes ingrowing rapidly.Art education for primary and secondary school students, which is not an important part in the dailyteaching activities in the school, is carried out more outside school. Tahcheng locates in the remote west ofsinkiang, China, and is backward than many other places in economy and culture. So what the currentsituation of art training outside school is like in such environment?To make a deep investigation of it, thispaper focuses on the industry of art training for elementary and middle school students outside school inTahcheng city. With methods of questionnaires and interviews, we integratedly analyse all factors referredto it, like the geographic location, economic and social development, faculty, and satisfaction of parents andstudents on training institutes, aiming to find efficient ways to solve those problems existed in art trainingindustry in Tacheng.This paper describes the current situation of art training of primary and secondary school students inTacheng. By the study of current situation of art training, we find there are many problems in this field,such as disorder of the training market, lack of management, etc. Firstly, the scale of training institutes issmall, and there are few exchanges between them. There are only four larger institutes in Tahcheng city.Secondly, the faculty of training institutes is weak, teachers for the art major are generally actors fromcultural troupe. Most smaller institutes even have no professional teachers, and those who trains studentsare all amateurs. Thirdly, Art training facilities for teaching are rudimentary, almost no professionalequipment designed for students learning. Fourly, there is a clear lack of teacher’s teaching experience inthis field. Fifthly, managers consider art activities as nothing more than purely artistic activities, and neverthink it a part of education, care about students learning it, which makes it a great deal of randomness. Tomake it worse, there are serious management problems in training institutes, such as lack of regulations andteaching of negligence.With questionnaires of satisfaction of parents and students on training institutes and interviews oninstitutions managers as entry point, started with problems reflected from current situations, the source thatcauses these problems are deeply analyzed and probed. Through investigation, the main problems exists inart training institutions are within the institutions of whole management, which leading to problems of lowtraining quality and lack of training managementFinally, several suggestions are put forward to improve situations present in art education for primaryand secondary school students in Tacheng, according to those existing problems and the reason why theyexist. First, our government should strengthen their supervision of training industry by establishing industrystandards; second, the industry self-regulation should be strengthened, maintaining a good developmentenvironment; third, to guarantee the quality of artistic training, those institutes should improve theirmanagement systemt.
