The high-level innovative talent, as a guide in technological innovation, a leader in high-technology, and a pioneer in new industries, plays a key role in a country’s economic and technological development level. The high-level innovative talent development depends on both the personal factors and the impact of the external environment. Especially, we need to establish incentive policies in close connection with the performance, fully embodying the value of talent and helping to stimulate the vitality of talent, so as to enable them to have wealth, honor and position in creation and innovation, inspire and mobilize their enthusiasm, initiative and creativity for scientific creativity, and in turn, they can better play an important role in improving the national independent innovation capability and participation in international competitions.In this paper, based on human capital theory and incentive theory, general characteristics of high-level innovative talent incentive policy is summarized after carefully combing and analyzing the basic status quo of the current incentive policies of high-level innovative talents in China on macro perspective. The comparative analysis on incentives is also made viewing from the meso perspective in representative provinces in the eastern region, central region, and western region to identify the regularity, the specific characteristics of the trend and directivity of the high-level innovative talent incentive policies. At the micro-level analysis, the "115" Industrial Innovation Team Building Project in Anhui Province, He-Wu-Beng (Hefei-Wuhu-Bengbu) Independent Innovation Pilot Area Talent Special Zone Construction are cited as cases. The case dissection and empirical analysis are made on high-level creative talent incentive policies. Through comparative analysis of incentive policies adopted by some developed countries in recent years, and prominent problems of the development incentive policies in high-level innovative talents in China, as well as in-depth excavation of innovation and implementation mechanism and other aspects of China’s high-level innovative talent incentive policy, it proposes objectives, tasks, policies, measures and safeguard mechanisms to further improve the high-level creative talent development incentive policy. Especially in the innovation policy measures, the paper points out that the policy innovation thinking shall focus on material allocation, spiritual encouragement, promotion channel, funding, property rights protection, business support, service management, the introduction measures of overseas talent, innovative culture development and other aspects. For the protection mechanism, this paper suggests that considerations should be given to the five aspects such as fair evaluation, optimized preparation, promotion with joint efforts, legal protection, and objective assessment.
