Since 1996, China has promulgated and implemented the "administrative punishment law of the People’s Republic of China", the pilot work of the relatively centralized administrative punishment power gradually was carry out all over the country. The urban management team was formed accordingly and grew up with the rapid development of China’s urbanization. The regional difference of system and comprehensive quality of city inspectors, the rapid expansion of the urban population, urban management can’t keep up the speed of social development and the enhanced public participation on politics, and a series of reasons make the urban management into a hot topic incessantly. People tag "barbaric" and "violent" to city inspectors usually but ignore the job stress they faced behind a series of scenes. Therefore, many city inspectors have job stress or job burnout with a long-term of unsupported public opinion, the team’s contorted image, the imperfect system of law enforcement, complicated functions, the potential high risk and the heavy workload on holidays and night shift.The 4th plenary session of 18th CPC Central Committee has proposed to promote the process of rule country by law. As an important component part of this strategy, the development of urban management receives much concern and the of city inspectors’ occupational health psychology play an important role as a result. Social work as a professional helping activity can alleviate or relieve job burnout of city inspectors by offering social worker’s service and psychological counseling.In this paper, the author introduces the concept of city inspectors, job stress and job burnout with a summary about the urban management and job burnout. The next part, the city inspectors of Y district has been taken as an example to analyze the condition of job burnout among city inspectors by using questionnaire investigation, literature research, participant observation and other methods. According to the conclusion and theories of social work, the author designs the program which was aiming at ameliorate the city inspectors’ physiological and psychological condition, relieve their job stress and job burnout by group work in the third part. The forth part is program evaluation, we can find that with the help of the program, these city inspectors can enhance their reduce-pressure ability, improve their performance to a certain degree. Therefore, the Law-based and harmonious urban management will be practiced better correspondingly. The last part is summary and reflections, analyze the limitations of this study.
