Service-learning theory originated in America in the 1960s, with the national education reform, service-learning theory was used into practice soon, gradually turned into a kind of organic combination of academic learning and community service methods of education theory and education practice. Now the United States, Singapore, Taiwan, Hong Kong and other countries and regions have different degrees of using this method. From the practical experience of these countries and regions as you can see, the service-learning as a kind of method can be applied to both of classroom teaching, and also can be applied to extracurricular activities, through the implementation of a series of procedures, particularly the link, lets the student summarizes the harvest in the service. The harvest is not only reflected in the aspect of professional knowledge, professional ability, but also embodied in the thought idea, the behavior way, etc, while the latter is the moral education problems. Therefore, through the "service-learning" this kind of practice can achieve educational effect, it is with practice education in colleges and universities in our country. In order to enrich our country’s moral education theory, innovate methods of moral education in our country, improve the effect of the practice of our country education, this article from two aspects of theory and practice to discuss the service-learning theory in the United States, Singapore, Taiwan, Hong Kong and other countries and regions and summarizes the development situation of results and experience, and based on this, advances the service-learning theory in the practice education in colleges and universities effective use the basic train of thought. The full text contents are arranged as following:The first part mainly elaborated the meaning of the study, analysis of the present situation of the domestic and foreign, and the article’s research ideas and methods. In this paper, through the literature research and case analysis to summarize the development of service-learning theory and the effective use of experience in the United States, Singapore, Taiwan, Hong Kong and other countries and regions, put forward the service-learning theory in the practice education in colleges and universities effective use of the basic train of thought.The second part is to explore from a theoretical point of service-learning and development of the theory put forward. Mainly from service-learning theory put forward by the social background and theoretical origin、The connotation of the service-learning theory and core elements、the new development of service-learning theory three aspects to analyze.The third part from the perspective of practice summary service-learning theory the role of in practice education in colleges and universities, and the effective use in practice experience in education of colleges and universities.The fourth part in the previous two parts service, on the basis of learning theory in the practice education in colleges and universities effective use of the basic train of thought, mainly from the practice of set up service-learning education new ideas, build service-learning practice in colleges and universities educational pattern and improve the services in colleges and universities to explore the three aspects of the mechanism of learning practice education.
