Budget Management Research Of G Unniversity Research Funding

Scientific research funding is an essential& important guarantee for the production of knowledge, technological innovation, and also one of the material basis on which research activities carried out. With the continuous expansion of the development of education in China and the scale of scientific research projects under taken by Chinese universities and research financing is also showing significant growth trends,research funding as become an important source of school funding. As a core of scientific research funds management, budget management occupies the important position in the financial management. How to combine the school reality, to standardize the use of universities’scientific research projects funds management, to explore the effective management model suitable for its research and development, is a matter of great significance for orderly and efficient universities scientific research and the improvement of the use efficiency of scientific research funds.Based on the research project of university budget management as the research subject, s elects the G University as a case study, the budget management theory, principal-agent theory , performance evaluation theory as a foundation, in view of the whole process of budget mana gement:the budget establishment, budget execution, budget control, budget evaluation to con duct a comprehensive analysis, combined with the idea of the research budget the managemen t of foreign developed countries, from the different aspects of proposed a variety of improvem ent of scientific research project of G university budget management suggestions. Through th ese proposals, support the whole process of the project budget management, the scientific rese arch project of G university budget management has been optimized, aims to improve the effi ciency in the use of funds, not only to ensure the G university scientific research project funds to complete the study task, but also reduce the cost of funds. Through the survey found the existing problems that in project budget management of G universities mainly exist in budgeting does not conform to the scientific research actual demanding, the expenditure does not accord with the budget and insufficient budget control, lack of budget performance evaluation method and other issues in depth analysis of its causes; Finally, with the basic experience of scientific research project funds management at home and abroad for reference, this paper puts forward to below measures: strengthen the budget management with strict budget execution, enhance budget control and establish performance evaluation method.
