Research On The Improvement Of Special Fund Budget Management In Hunan Information Vocational College

Special funds is an important part of the source of funds in higher vocational colleges,this part of the money to improve school conditions,to speed up the professional construction,improve the quality of teaching,to strengthen the construction of teachers play an important role.In recent years,along with the increase in special education funding,the proportion of this money is more and more big,how to strengthen the special funds supervision and control,give full play to the special funds use efficiency,also will become a top priority of university financial management.Budget management is the core of the special funds management,but also occupies an important position in the financial management.Therefore,research on optimization of special funds budget management mode in higher vocational colleges,to improve the efficiency of the use of special funds,to promote higher vocational colleges specialty construction and personnel training is of great significance.Based on lots of relevant literature,based on the advanced project management technology,in Hunan Information Vocational College as the research object,using the method of case study,literature research,describes the status quo of Hunan College of information of special funds budget management,and the status of the in-depth analysis,found the quality of budgeting is not high,progress in implementing the budget control,budget accounting is not fine,poor security personnel and information communication channels and many other issues of Hunan information vocational college special funds budget management.To solve these problems,this paper introduces the method of project management,from improving the quality of budget,strictly control the progress in implementing the budget,Budget Refinement subjects,security management team and smooth communication channels and other aspects of the optimization of Hunan College of information of special funds budget management advice.In this paper,the research not only can build strong pertinence,suitable for hunan information as actual situation of the special funds budget management system,greatly improve the level of the special funds budget management,but also for other colleges and universities to improve the budget management of special funds in order to provide the theory reference,management of special funds system reform also has a certain theoretical guiding significance.
