In the21st century, Universities undertake research projects and raising funds forresearch are showing significant growth trends, the research funds management problem hasbecome a top priority of university financial management. Budget management as the core ofthe scientific research management, also occupies an important position in the financialmanagement. Therefore, the study provides great significance to the management ofuniversity funding on improving the model of the scientific research funds budgetmanagement, increasing efficiency in the use of research funding and promoting the researchwork in universities developed healthily and rapidly.Based on consulting a large number of relevant literature, referring to the experience onthe scientific research funds budget management in developed countries, this thesis uses Cuniversity as the research object, describes the scientific research funds budget managementand its current situation of C university by case studies, literature and other methods, theanalysis found that the scientific research funds budget management work in C universitylacks a comprehensive budget management system, there are still some prominent problemsin the budget weave method, review, implementation, control and evaluation. In order to solvethese problems, the university must improve the budget management system, establishresearch funds budget management institutions, improve the comprehensive budgetingprocess, establish budget review mechanism, construct strengthen budget execution andperformance evaluating system to optimize the C university budget management.In this paper, the research not only can build strong pertinence, suitable scientificresearch funds budget management system for C university, which could greatly improve thelevel of university research funds budget management, but also provide the theory referencefor other universities to improve the budget management, and it also has some theoreticalsignificance to the reform of research funds.
