The teaching staff has been developed from putting emphasis on meeting the demand of number to improving the quality which requires the development of pre-service and in-service teachers. At present, the practice of normal students in post teaching and replacement training of in-service teachers in secondary school have been carried out in higher normal colleges and universities all over the world. However, the system of synchronous development of normal school students and the teachers in primary and secondary schools have not been mature yet, there exists some similar problems in the process of development to solve. Making full use of the advantages of pre-service and in-service teachers and resource of colleges as well as primary and secondary schools, their mutual cooperation can promote the synchronous development of the normal school students and teachers and is of great significance to promote teachers’ professional development.This paper utilizes the method of literature to comb and analysis the literature of normal students in post teaching and replacement training of in-service teachers. By using questionnaire and interview, this thesis made a study on the practice of normal students’ in post teaching and the reform of replacement training of in-service teachers developed by Minnan normal university and its cooperation innovation experimental area of teacher education for talents cultivation in counties and cities. It can be found that there exists the non-synchronous problems in the reform of normal students’ in post teaching and replacement training of in-service teachers which include the management and cooperation of education, the integration of culture and three categories of personnel in the process of professional development process.Due to the existing problems, this paper constructs the synchronous reform mode of normal students’ in post teaching and replacement raining of in-service teachers based on the investigation of primary and secondary school teachers and normal students’ in post teaching for the purpose of developing teachers’ professional skills whose supports are the post teaching schools below the county level and its public elementary and secondary schools whose guiding ideology is the "based on local, facing society, serving rural areas, leading education". It is necessary to establish the integrated organization of management which is the interactive cooperation among local education departments of colleges and universities and primary and secondary schools and to form integrated education process which is the organic link between primary and secondary school teachers’ pre-service training and post-career training in order to realize synchronous development of pre-service and in-service teachers which has its own focus. The work of Normal students’ in post teaching and replacement training of in-service teachers are implemented synchronously. The plan and the task of cultivating the pre-service teachers and after-service teachers in universities, primary and secondary schools and the local education department of education are implemented at the same time. Finally, the paper analyzes the conditions needed for the synchronous reform model operation of normal students’ in post teaching and replacement training of in-service teachers as well as the mechanism of corresponding guarantee.
