In 1995, China Education Daily published an article written by the journalist Li Jianping Where to Go to School of the Migrant Children: Discuss about Migrant Children Education, which announced that migrant children faced many difficulties in accepting compulsory education in city and the dropout rate was high. From then on, central government and the public began to pay more and more attention to the migrant children education. A series of policies were made to protect the equal right for migrant workers’ children to receive the compulsory education. But the city public school cannot afford the growing education demand, as the policy maker and executor, local government had to take measures to protect their own interest, then migrant workers’ children were limited by entrance qualifications if they want to city public school.This research started with analysis of the policy texts related to entrance qualifications, and got a basic understanding of the character of these entrance qualifications, followed by the further study of rationality. The policy texts came from 85 cities、districts、countries nationwide, added up to 127 texts, which included all the provinces except Tibet. The analysis result told us that there exist different kinds and requirements of entrance qualifications, which also had recessive and attach conditions. The model of public school enrollment mainly included access to materials、integration and preferential policies. The standards of the rationality of the entrance qualifications were equality of educational opportunity、satisfy the education demand of migrant workers’ children、match the carrying capacity of education resource. It was irrationality that city public school asked the migrant workers to offer the materials unrelated to education, or they divorced from reality when making the entrance qualification policy.There are three advises for the local government to decrease or even cancel the entrance qualifications, so the migrant workers’ children can be treated equally with the local students. Firstly, the government should speed up the reform of household registration system, and innovate the residence of the migrant population management system. Secondly, increase the central government’s transfer payments; give more financial support to the local government. Thirdly, strengthen the rationality of the entrance qualifications, at the same time, encourage and support the development of non-publicly funded schools, which can offer more entrance opportunities for the migrant workers’ children.
