In May 2006, National Ministry of Education, Ministry of Finance, Ministry of Personnel and State Commission Office of Public Sectors Reform collaboratively implemented a policy of special positions for teachers in rural compulsory education school (hereinafter referred to as "special-post program"). Via the policy actualized, the obvious effects are obtained, solving the total lack of rural school teachers and the irrational structure and relieving the employment pressure of college students. Nevertheless, there still exist some difficulties, especially problems of living and working conditions and security of special-post teachers. In order to implement the policy persistently and make a better practicality use, it is essential to study the living conditions of special-post teachers as well as some relevant safeguards.This paper is a special study that investigates the living conditions of special-post teachers and their securities. According to the in-depth investigation on the living and working conditions of special-post teachers, this paper finds that there still exists some problems in job adaptability, professional assertion, orientation of reemployment, wages and benefits, housing security and so on, which needs some relevant supporting policies. Besides, based on the preliminary analysis of these problems, this paper puts forward some suggestions.This paper consists of five parts:The first part is an introduction that introduces the objective and significance of this article, the relevant study in academic world as well as the ideas and methods of this study.The second part explains the background and significance of special-post program and illustrates its main content.The third part makes an investigation on the living conditions of special-post teachers in T county town, Guizhou province. Through questionnaire survey method, interview method, observation, etc., it surveyed the living security(wages and benefits, housing security, courtship and marriage, social interaction, etc.) and working security(job adaptability, professional assertion, professional development and orientation of reemployment, etc.) of special-post teachers.The forth part makes an preliminary analysis of the problems exist in special-post teachers’life and work, which mainly include psychological status, salary structure, structure of team and policy system, in a way that considering both exterior social environment and the internal environment of educational administration.The fifth part puts forward some supporting strategies——improving the living conditions, regulating salary structure, perfecting and strengthening the recruitment and training of special-post teachers, which makes a better implementation of the special-post program.
