As an important part of Chinese higher education, higher vocational education takes the main task of training high-skilled talents for the society. In order to make up the deficiencies on the professionalism, practicalness and openness of full-time teachers in higher vocational colleges, it has been the mainstream for the colleges to hire experts and senior technical personnel from enterprise or the society as part-time teachers. Therefore, strengthening the construction of part-time teachers in higher vocational colleges is of great significance to the development of higher vocational colleges.J College, as the only public university in J, a city of Henan province, has obtained some achievements in the construction of part-time teacher. However, the field research and in-depth interviews tell the author that there are still many problems, such as the difficulty of hiring part-time teachers and double identity management, de-normalization of hiring program execution, imperfection of examination training system and insufficient humanistic care as well as weakness of part-time teachers’teaching ability, etc.. These problems have influenced the development of the college teachers and the improvement of teaching quality.The author analyzes the above problems from three aspects.First of all, the government is short of the related personnel policy on part-time teachers in higher vocational colleges. The existing educational and financial policy of part-time teachers is incomplete, which lead to the result that managers of higher vocational colleges have no suitable legal basis to form a system of part-time teachers. Even the construction of part-time teacher is blocked by the budget constrain.second, most enterprises lack of university-enterprise cooperation consciousness.. So they are unwilling to offer technical experts. Finally, the colleges are out of overall consciousness. The management of part-time teachers does not work and no importance has been attached to the part-time teachers. To some extent,these make part-time teachers a provisional substitute of full-time teachers.According to the above, in a practical way and with the system thinking method, the author has put forward perfect measures from government aspect and colleges aspect.One is increasing the policy support of government, perfecting the system of admittance of part-time teachers in higher vocational colleges; guaranteeing the funds and establishment of part-time teachers to enhance the activity for the higher vocational colleges hiring part-time teachers, increase the enthusiasm of part-time teachers and improve the welfare of part-time teachers; forming related support policy to make sure the university-enterprise cooperation.the other one is completing management mechanism, changing ideas and improving the understanding of part-time teachers. The college should normalize the access and employment of part-time teachers according to the structure and development of college teachers; establishing a "part-time teachers information database" to pay attention to pre-service training of part-time teachers and arranging full-time teachers to help part-time teachers in the specification of part-time teachers’ access, employment, employment channels, such as employment, and to establish, and arrange full-time teachers to support of part-time teachers; optimizing the evaluation system of part-time teachers from the evaluation standard, content, form and result feedback and so on; increasing the humanistic care and treatment of part-time teachers; establishing an effective incentive mechanism.
