Teachers are the core and soul of the university,shouldering the mission of education,scientific research and social service.Teachers' doing part-time job has been one of the important ways to realize social service function of universities.At present,teachers doing part-time job has obtained the support and legitimacy of government.But how to standardize the management should be further refined.During the Republic of China,it is a universal phenomenon that full-time teachers take it as a part-time job to work in other schools.Thus the system of university teachers' part-time job management has been carried out.Therefore,with the historical research method,the author has studied the published dairies of professor,letters,chronology,memoirs,newspapers and files of the universities in the Republic of China.On the base of laws and regulations of university teachers' doing part-time job,the author also summarized the lessons from the system of university teachers' part-time job management so as to enlighten the part-time job management of current university teachers.This paper mainly to comb the aiming at exploring and excavating the teaches part-time management system of the teachers outside the Republic of China,summarizing their experience,in order to and draw lessons from of college teachers,so as to avoid college teachers over-taught in other schools.This thesis consists of five parts.The first chapter mainly expounds the purpose and significance of the research and summarizes present research situation.It also sets the goal and content of the research and defines the core concepts.The second Chapter concludes that the university teachers ' doing part-time job is a general behavior which is formed under the background of the shortage of education funds,inflation during the war of Resistance,the scarcity of talents being valued by the government,the short employment contract period of university teachers in the Republic of China.The third chapter describes the general situation of university teachers ' doing part-time job in the Republic of China and the negative effects on both students and teachers because of the frequent neglect of teaching and scientific research and the frequent and random leave-taking style of study.The fourth chapter analyzes the laws and regulations of university teachers' part-time management in the period of the Republic of China.To reduce the part-time job taking and ensure teacher' being full term,promoting the development of higher education in the Republic of China,the Government and universities put forward some restrictions on the time,content,location of instruction,qualifications of teachers and applying procedures of part-time teaching.The fifth chapter is based on the study of the university teaches' doing part-time job management system in the Republic of China.Current university teachers' doing part-time job has been legalized.In order to avoid the university teachers' doing excessive part-time jobs,Some relative measures are proposed in the fifth chapter:1.adopting the two-level examination and approval system of universities;2.making it clear that the prerequisite of the university teachers'doing is to complete their own work;3.restricting the content,place and time of university teachers' part-time job;4.constructing the sharing platform of university teachers' information;5.making reasonable supervision on university teachers' doing part-time job.
